Belford Daugherty in the 1810 census

I found Balford Dougherty in the 1810 census, which surprised me because I can't find him in 1820. He is living in Bullskin, Fayette, Pennsylvania, just 13 miles south of Washington Co, where he is found in 1830. He is living next to Margaret Dougherty who is probably related. I'm not quite sure what "Other Free Person" means. My only guess is that it means a black person who is not a slave.
